主要从事核与辐射应急研究、核安全研究室。

国家核应急辐射防护中心、核工业辐射事故应急技术支援中心的管理与协调职能设在该所,为国家和中核集团的核应急管理提供技术支持。

在应急计划和准备、应急评价和决策、应急响应与技术支持等方面具有全面的技术能力,并开展应急计划区划分、应急行动水平、操作干预水平、核事故源项分析、核反恐技术的前沿科学研究和技术服务;开展国内外重大核活动和核事件的应急准备和响应,针对汶川地震、福岛核事故开展了响应行动,针对北京奥运会、上海世博会开展了应急准备。

在核安全研究方面,开展核安全法规和标准的研究制定、核安全技术研究、安全分析及软件开发、严重事故研究、风险指引管理技术研究等,建立了PSA技术和数据库。放射性物质运输安全领域已建立相对完善的研究和试验体系,开展放射性物质运输核与辐射安全分析技术研究与评价服务,具有放射性物质运输容器研究开发、试验验证、安全评价、安全取证等的技术能力。


The department consists of two research labs: Nuclear and radiation emergency research lab and nuclear safety research lab.
        The management and coordination responsibility of National Nuclear Emergency Radiation Protection Center and Radiation Emergency Support Center of Nuclear Industry is assigned to this department, which  provides technical support to the nuclear and radiation emergency management of the nation and CNNC.
        There are full technical capability on emergency planning and preparedness, emergency evaluation and decision-making, emergency response and technical support on nuclear and radiation emergency. The research and technical service includes determining of Emergency Planning Zone, Emergency Action Level, Operation Intervention Level, nuclear accident source term analysis, and anti-terrorism. The emergency preparedness and response to important nuclear activities and events were carried out including Wencuan Earthquake, Fukushima nuclear accident, Beijing Olympic Games and Shanghai World Expo.
        The researches on nuclear safety regulations and standards, nuclear safety technique, safety analysis and software development, severe accident research and risk-informed management technique are carried out, and the PSA technique and database are established. The complete research and test platform on radioactive material transport safety are set up. The research and technical service on safety analysis of radioactive material transport, and the technical service on the development, test, safety analysis and license application of radioactive material transport container are carried out.
